Replace flat LEARNINGS.md with .locus/memory/ directory containing five category files. Add `locus memory` CLI command for list, search, stats, reset, and migrate operations. Include auto-capture after agent and REPL sessions, and update documentation and prompt-builder to use the new system. Co-Authored-By: LocusAgent <agent@locusai.team>
